A NATO or Partner nation willing to contribute to a Trust Fund project can do so either as a Lead Nation or as a contributing nation. All funding for Trust Fund projects is provided on a voluntary basis. Any nation or organisation may contribute resources to a specific project.


Lead Nation

The best way for a country to become a Lead Nation is for it to make its wishes known to NATO International Staff (IS). NATO IS will propose various projects for the potential Lead Nation to choose from.

A potential Lead Nation may also approach NATO IS with an idea for a project in a Partner country with which it wishes to work. Once the merits of this idea have been discussed with NATO IS – and possibly with NAMSA, as a potential Executing Agent – the decision whether to establish a Trust Fund project will be taken.


Contributing Nation

Countries wishing to make a contribution to a specific project may contact the project Lead Nation or NAMSA. Their pledge is formally accepted by signing the project’s Financial Management Agreement.

By February 2009, 24 NATO nations, 14 Partner nations, two contact nations (Australia and Japan), three international organisations (European Union - EU, Organisation for Security and Cooperation in Europe - OSCE, United Nations Development Programme - UNDP) and one NGO (MilieuKontakt) had contributed to the 15 Trust Fund projects managed by NAMSA.
