Project Preparation

A Letter of Intent (LOI) designating NAMSA as the Executing Agent must be sent by the Lead Nation to NAMSA. The LOI specifies the requirement to be covered and tasks NAMSA first to conduct a Feasibility Study and subsequently to submit a full project proposal for approval by the Lead Nation. The LOI also indicates the fees to be paid to NAMSA for this work.

To perform the feasibility study, NAMSA examines all relevant technical data, performs the necessary site visits and holds technical discussions with those familiar with the requirement to be covered. The goal is to assess the full extent of the project, the requirements to be addressed, the host nation's capabilities and the capability shortfalls, and to determine options to overcome those shortfalls (including enhancing the local capabilities or using third party facilities).

The resulting feasibility study serves to prepare a full project proposal listing options considered, detailing recommended solutions and providing an implementation schedule and detailed cost estimates.

Project Implementation

Once the project proposal has gone through the various stages in the approval process and all the necessary agreements have been finalized, NAMSA can perform its task as the Executing Agent.


NAMSA Role as the Executing Agent

NAMSA’s Ammunition Support Office has 15 years’ experience in demilitarization management and is well placed to provide technical and contractual support and overall project management. As the Executing Agent, NAMSA handles the following aspects:

  • preparing and auditing statements of work
  • issuing calls for tenders
  • reviewing tenders and awarding contracts
  • submitting progress reports on project implementation to the Lead Nation.

In addition, NAMSA is able to provide advice on matters such as the technical merit of proposals and plans for specific tasks related to the project.

During project implementation, NAMSA is responsible for payment authorisation, quality assurance, and verification and certification of work performed.

In addition to the technical expertise in demilitarisation and project management provided by the Ammunition Support Office, the necessary financial and contract administration support is provided by NAMSA's Finance and Procurement Divisions.
