A number of agreements must be put in place before NAMSA can undertake its role as an Executing Agent.


Agreements under NAMSA authority

  • A Memorandum of Understanding (MOU) between NAMSA and the Partner country where the project is to be carried out. The MOU is an umbrella agreement enabling NAMSA to do business with that Partner. In some cases, the necessary MOU may already exist in connection with other activities.


  • An Implementing Agreement between NAMSA and the Partner country where the project is to be carried out. This agreement is an annex to the MOU which specifies each party's obligations with respect to project implementation.


  • An Executing Agent Agreement between the Lead Nation and NAMSA. This agreement specifies each party's obligations with respect to project implementation.


Agreements under NATO authority

  • A Financial Management Agreement between the Lead Nation, the NATO Financial Controller and each of the financial contributors. This agreement formalises pledges by contributors and helps to ensure that the funding is sufficient to carry out the project.

Further to this agreement, the NATO Financial Controller sets up a separate bank account for the project.
